Disabling new F2 items has odd effects

Hi all

We're trying to prevent users from creating new F2 lookup items. Currently they can press F2 on certain fields and then click New or Modify or Delete and cause havoc. 

We've disabled those features in the User Maintenance > User > Access tab by ticking the F2 options below. However, when we do, we see an odd thing happen. Users can then press F2 as normal, but double clicking on those fields doesn't show the lookup list, even though it's enabled. Also, the F2 lookup list only shows once. If they press F2, it shows. If they close the box and press F2 again, it doesn't show. 


We're on 5.6 build 3.36.

Same behaviour observed here, even for a User with Master Rights.
